We have been based in 1867 by a Philadelphia businessman determined to end the pervasive abuse of town’s working horses via the creation of state laws defending animals and their subsequent enforcement. Now, a hundred and fifty years after our founding, the PSPCA is the state’s leading animal welfare group.
